Direct answer: A Cyprus domestic arrest warrant is issued for conduct within Cyprus and heard entirely within the Cyprus court system. A European Arrest Warrant issued by another EU member state, or a traditional extradition request from outside the EU, is a different process, proceeding under Law 133(I)/2004 or the Fugitive Offenders Law 97/1970. Since 2013, an EAW alone is sufficient grounds for arrest in Cyprus, without a separate local warrant first.
